Maldonado innova, experimenta y proyecta

 _ ¿Porqué esta jornada realizada recientemente de formación docente y la inclusión de docentes que no son habituales en los EID's?
_ Bueno, intentamos poner una nueva mirada sobre los recursos educativos de los que disponemos. Los EID's que conforman la Red Departamental, funcionan en los comunales en la mayoría de los casos. Hasta ahora, había dos áreas que disponían cursos en esos centros, en forma independiente. Por un lado los cursos referentes al uso de las TIC's, aportados por los docentes de Políticas de Juventud bajo cuya órbita funcionan los infocentros y, por otro lado totalmente desconexo, los cursos de Políticas Educativas. Estas dos áreas tenían diferentes coordinadores. A partir de marzo del 2013, la Red Departamental y Políticas Educativas, están bajo una misma coordinación. En este nuevo contexto, hay una nueva intención de aprovechar mejor los recursos existentes hacia la población objetivo.


¿Qué tipo de población atienden los infocentros de Maldonado?
_Las personas que asisten a un comunal donde se encuentran los infocentros provienen de diferentes extractos sociales, diferenes niveles culturales y sociales, desde niños a adultos mayores. Esta diversidad, hace que los grupos nunca sean homogéneos. Esta diversidad tiene la ventaja que enriquece la actividad, aunque presenta ciertas dificultades para los docentes para poder mantener activos esos grupos heterogéneos y de diferentes niveles extractos. Es primordial buscar un balance entre la diversidad y la calidad educativa que se brinda.


_¿De eso se trató la jornada?
_Te mencioné antes que ahora las Políticas Educativas están bajo una misma coordinación. Es un verdadero orgullo, que el modelo de descentralización y desconcentración, bajo una coordinación central que aplicamos en la Red Departamental sea valorada y nos confíen la tarea de coordinar las Políticas Educativas. A partir de esta nueva asignación, nos encontramos con un grupo de docentes que desde hace mucho tiempo dictan clases en los comunales, con muy pocas herramientas para mantener sus clases en el difícil contexto que describí anteriormente. Por tanto, resulta indispensable brindarles acciones formativas que les permitan adquirir destrezas de comunicación y técnicas de manejos grupales y del salón de clase. De eso se trató el curso de dos días que nos brindó Rosario Arago de ANTEL, que es nuestro socio y principal fuente de apoyo para el desarrollo de nuestros infocentros.


¿Qué tipos de cursos brindan ahora?
Además de los cursos que ya brindaba la Red Departamental de Espacios de Inclusión Digital relacionados al uso de las TIC's (Tecnologías de la Información y las Comunicaciones), sumamos los cursos que se brindan ahora en forma transversal entre los EID's y los Comunales en áreas que pasan por la gastronomía, Idiomas, Mozo Sala y Bar, Hierbas Aromáticas y Medicinales, Atención a la primera infancia, Tejido, Hilado, Tapicería, Pintura, Reciclado, Manualidades, Artesanías en cuero, entre otros.
Queremos agregar a los cursos de gastronomía idiomas, estamos realizando un primer experiencia con los alumnos del curso de Mozo Sala y Bar, quienes pueden optar por Inglés o Portugués, y éste último puede ser presencial u Online.
Sumamos capacitaciones en oficios de inserción laboral , los cuales tienen una duración de 3 meses, como Sanitaria, Construcción en Yeso, Albañilería, Herrería y Soldadura básica, Peluquería, Belleza y Automaquillaje.
Y a su vez aplicamos una política de que las prácticas de estos oficios sean de beneficio para la comunidad. Así realizamos reformas en los centros comunales, en la cárcel, en el INAU, en el Centro de Lenguas y donde los Alcaldes consideren de utilidad.
 

¿Qué se espera de estas nuevas estrategias?
_Mi visión es que debemos encaminarnos en definir áreas de análisis para proyectarnos:
1 Capacitaciones relacionados con el servicio al Turismo, indispensable para Maldonado.
2 Los cursos que incentiven la innovación a través de las TIC's
3 Los cursos formativos laborales en oficios.
4 Los cursos que cumplen roles sociales para personas adultas mayores, mujeres, amas de casa que van a relacionarse y distenderse de sus tareas domésticas habituales.

_Una última reflexión
_ La Red Departamental de Espacios de Inclusión Digital se ha vuelto una entidad promotora de nuevas centralidades, promotora de miradas frescas sobre las políticas tradicionales, articuladora con los 8 Municipios del Departamento.

Nos sentimos promotores de nuevas oportunidades, innovadores y creativos. Y para que sea sostenible, tenemos que capacitarnos, así que bienvenida esta instancia formativa para un grupo que tiene que proyectar a futuro a partir de hoy.

Kennedy said during his five-minute speechIt turned out to be one of Kennedy?s last public appearances before his assassination in Dallas eight days later. Maryland and Delaware soon dedicated the highway in his honor, calling it JFK Memorial Highway.It would take five more years before traffic could ride the rest of I-95 through Delaware to the Pennsylvania line. The finished road stretched nearly 24 miles in length from Maryland to Pennsylvania. It was the hinterlands.?Businesses pinchedThe need for an east-west throughway in Delaware became more urgent with the opening of the Delaware Memorial Bridge in 1951. That span dumped southbound motorists from the New Jersey Turnpike onto local roads, creating a traffic nightmare on U.S. 40 and 13.Highway planners intended the Delaware Turnpike to relieve congestion particularly on the outmoded U.S. 40. By 1969, the new turnpike had to be widened from four to six lanes to handle the traffic.For years, University of Delaware economist Blaine G. Schmidt studied the highway?s impact on area land use and property values on both sides of I-95 in New Castle County. Land shifted to more intense uses all along the corridor.Schmidt?s 1972 report found a decline in the bypassed businesses along U.S. 13 and 40. However, in areas the highway opened to new development, some properties in White Clay and Pencader hundreds near Newark saw rural land values jump by 400 percent.The ?most depressing? picture chronicled by Schmidt was in Wilmington, where I-95 had a divisive and long-lasting effect. The route paved over a two-block-wide swath of 360 to 370 homes on the West Side between Adams and Jackson streets, in addition to two churches.Wilmington soon saw rapid and significant erosion of its residential and commercial base, as businesses and homeowners fled to the suburbs. Schmidt pegged the loss of commercial firms at 38 percent.As the city moved forward with urban renewal plans, highway construction was further incentive for many Polish and Irish families in the working-class community to move.(Page 3 of 4)The Amalgamated Leather Co. at Front and Adams streets was among the businesses that didn?t survive after the state Highway Department took more than half of its footprint, said Realtor Joe Connor, whose father Joe Sr. worked there for 32 years as plant superintendent.?The company tried to continue but closed in 1965. The highway came through and that was the death knell of the plant,? said Connor, a freshman at Salesianum School at the time. ?It was traumatic when we were kids.?Highway routingDonna Hoffecker?s fond memories of trick-or-treating in her childhood neighborhood of Happy Valley are overshadowed by her parents? sadness upon learning the family had to sell their home to the Highway Department and relocate.?They tore down the houses across the street first. We used to play in the rubble. One day, one of the little boys threw a brick and it hit me between the eyes. Someone took me to the hospital around the corner,? said Hoffecker of Brandywine Hundred.?It was very sad when you saw this beautiful, friendly, warm American neighborhood just in pieces.?Homeowners and merchants tried to fight the decision to route I-95 through downtown Wilmington, saying it would tear the city apart. They advocated the easterly route now occupied by I-495, or the Bancroft Parkway corridor that would have destroyed only 189 homes, according to ?Corporate Capital Wilmington in the 20th Century? by historian Carol E. Hoffecker.Unlike today, engineers planning the grand interstate highway system envisioned by President Dwight D. Eisenhower had no obligation to take public opinion, economic impact and environmental factors into account. In 1957, a lame-duck, Republican-dominated Wilmington City Council approved the Adams-Jackson route over community objections.Hoffecker?s account notes the city failed to study other routes or coordinate the highway plans with its urban renewal plans. Demolition of the homes began in January 1959, a week after a Chancery Court ruling against the West Side homeowners.(Page 4 of 4)Devine, a lifelong Wilmingtonian, worked as a community organizer before a decades-long career with the city. Among those who lost their homes, ?there was a general feeling that they were taken advantage of,? said Devine, whose wife?s childhood home on Jackson Street was taken.?Still, I don?t think people realized the point to which they were exploited financially.?Changing identityThe area carved away from the old West Side by I-95 became known as West Center City, where the community of working-class white homeowners rapidly transitioned to one of poor, black renters.?The rental part brought the community down,? said James Bazzoli of Lewes, a community organizer on the West Side in the late 1960s.?When I was there, there was a pretty stable backbone of blacks in the community. Some of them really got swindled a bit. One lady told me when she and her son bought their house on Seventh Street, they weren?t allowed to come and look at it because they were black. The owner wasn?t going to have any [n-word] coming in there to his house. And it turned out, the house was in really bad shape.?During the 1968 race riots, the violence and arson focused on West Center City, snuffing out several businesses remaining in the community and hastening more suburban flight from Wilmington.Wilmington was trying to lure a developer to build a shopping mall in its central business district in the 1970s, and Devine, then with the city Planning Department, was negotiating with the Highway Department for better access from I-95 to the downtown, he said. Before it happened, the developer opted to build near Christiana south of Churchmans Marsh ? today?s Christiana Mall.?We eventually got the exit to MLK Boulevard as a compromise. By then, the retail development idea had floated away,? Devine said. The connector later proved valuable for the redeveloped Wilmington Riverfront.In the long term, the expressway through Wilmington?s heart became another landmark in the cityscape, serving as a boundary for neighborhoods, police districts and garbage-collection schedules. In the suburbs and city alike, developers enthusiastically market properties located ?minutes from I-95!??The hope had been that 95 would bring business into Wilmington ? that this would be a benefit to the economy. That people on their way to Philadelphia would stop for a meal or stop to do some other kind of shopping,? said Jonathan Russ, a UD professor specializing in Delaware history.?That just wasn?t the case.?
